Google/Waymo can almost certainly afford to be unprofitable at this stage.
The sooner they get a purpose built robotaxi on the road in numbers, the sooner they are ready with a compelling product to capture the market.
This may not be the biggest learning hurdle and therefore maybe not the defining edge in the market, probably that is still the driver and adapting it to new regions, but it is surely worth spending the extra money up front to give yourself every chance of being the ONLY player.
