Wouldn't it be more efficient for the trailer battery to supplement the tow vehicle battery rather than self-propulsion? Less trailer weight, less complexity, no new safety or regulatory issues.
Maybe more efficient but only modestly. Not possible with existing electric tow vehicles, you would need to modify them. The virtue of this approach is you can work with almost any tow vehicle, in theory even those whose motors are not up to towing the trailer. (You would need to be weighted structurally for the weight.)
